CO2 doesn't immediately settle, at cycle 43 there hasn't been much time to allow this to happen. You've got plenty of airflow tiles, give it a few more cycles and see what happens. There's no reason it should permanently stay there.

Not to distract from your question but your atmo suit checkpoints look a little ... weird.

You can use a gas pump or carbon skimmer if you want to "move" the C02 more quickly.

CO2 loves corners, and you have lower pressure on top, it will take some time before it comes down, solution, increase the pressure

If you centralize your oxygen pressure source then put airflow tiles in the floors and ceilings on the edges of your base. If your oxygen sources are on the edges then put the airflow tiles in the middle. The fresh oxygen will push the gases towards the vents and the heavy stuff will fall while the lighter stuff rises. Collect at top and bottom. You can even route the gases around your water sources by surrounding the reservoir in airflow blocks. Airflow and Mesh tiles are awesome.

It looks like hydrogen. Cow does not stick ceilings with oxygen below it.
