running hot water in pipes in that room is easiest way to keep it hot.
Alternatively, if there is a cold area right below the farm tiles, then it may be stealing all your heat.
Finally, Chlorine is a really good insulator, so doesn't change temperature quickly. Your heater may just not be able to heat it up fast enough. If so, try warming up the farm tiles from underneath?
There's lots of things that output more heat than space heaters though-- polymer presses, glass forges, or the coolant from a refinery. Put those in your room and it'll heat up plenty fast... although you might need to do some cleanup. a glass forge would probably be easiest.
Also look on thermal view to see if you see heat leaks. Pipes and heavy wires have been issues for me in the past.
