Pumping CO2 out doesnt solve the issue the fact that CO2 is still being built up. You need a CO2 scrubber or algae terrarium to remove the CO2. At least with polluted water u can just mop it up. Best is create a bowl like shape at the bottom of ur base and put a CO2 scrubber there in the middle of the bowl. You can sink the scrubber a little more so u can be sure the CO2 will hit it. You usually just need 1 since they work super fast if u built ur base w/ that in mind.
In theory*... Vacuums don't transmit heat, you can create one around your base and use it to insulate your base from the external temperature if you need to...
to be completely effective you'll need to not connect any materials between the inner and outer wall of the vacuum chamber.
* I have not tested this theory as of yet.
