oxygen not included for mac?
steam show me the game can be downloaded in macOS . but can not play it. no file be downloaded.

How about wait until it is actually released on mac before trying to play on one?

It's not out for MacOS. I'm pretty sure the Mac Steam client will let you download any Windows game for some reason, even though you can't play them. Maybe so you can play them in Wine or something? I could be wrong about this, I haven't used Steam on my Macbook in a while.
