Have you done any story missions yet, or parallel quests? The game may not let you until you proceed further into the main story.
Story missions only unlock a few characters. However proceeding through it just unlocks the option to use other game features. You don't need to progress too far to get the important ones, like parallel quests.
As far as characters go, this game has a very large roster of characters and variations of said characters. Mainly, you unlock more characters and variations by doing parallel quests. Parallel quests also unlock more moves, Z-souls, clothes, ect, so they are worth doing and quite fun.
While this game does have a competent fighting engine, and it is fun, if you wanted nothing but a pure fighting engine, this is the wrong game for that.
