Even during the raid events, it's hard to assemble a party together. And I can't find anybody to play against in the Hero Colosseum, even though doing ranked matches against other players is the best way to farm figure coupons. Even if you lose the match, you still win 3 coupons regardless.
cross play isnt bandais fault, that blame goes to sony, microsoft, and nintendo. cross play ALWAYS comes down to the platform companies, not the devs.
as for getting people together for raids just go in and set up a room and wait. it doesnt take long for other to join. if you dont get anyone for 2-4 mins then leave the room and amake a new one. ive done this from time start of raids all the way through to last day of raids and rarely run into dead rooms.
you will definitely find near ZERO people doing HC on pc because it wasnt a wanted thing from the start (that and bulmas constant announcement of it literally killed it). HC was really dead on arrival.
to the OP really what put a hard divide into the pc version was mods. most use them and as such only play with people that have mods. after that the pc version in population went down hill. you can find people to play with but its best to make a thread here and call for help.
I don't know why you might have that issue. I went online just a short time ago. I had maybe all of 5 minutes to be online and fought two people to test out my back-dated December steam build.
You also can't issue PVP challenges to anybody who is lower level than you. They have to either be the same level, or a higher level.
And considering the amount of XP needed to level up after hitting 80 is absolutely ♥♥♥♥♥♥♥ ridiculous, those of us who have hit the level cap are gonna be waiting an awful long time for any newcomers to enter the ring.
Sure, you can buy levels now, but those cost TP after reaching level 80. Starting out at 20 TP as the minimal price, and ramping up to 80 TP per level about half way through the 90's.
Alternatively, you can farm dragon balls after your second meeting with Guru, and wish for 3 level ups with the "I Want To Grow More" option. But that also takes too long.
No, the game is completely dead, both PVP and PVE, if you buy this game, i suggest modding it. the nerfs and fixes that Bandai did killed off a huge fanbase for the game. So if you want to have fun and enjoy the game, mod it. Also don't buy the trash ultra instinct goku dlc, just download the character off of xenoverse mods. Its a well balanced goku, not one that has been thrown into the trash can. In simple words, they took away his auto dodge on physical and Ki attacks, with the mod he dodges both, but his stamina drains fast, which makes it balanced.
They also buffed his stats. When UI Goku originally came out, he had like only 3 or 4 stamina bars, and they recharged slow as christmas. After a while, they gave him a significantly larger stamina bar.
The auto dodge is really only a problem for normal attacks and ki blasts. It can't protect you against super moves, especially ki blast types. If you see a character who has auto dodge, such as the EQ bosses, just bombard them with rapid fire super moves and ultimate attacks.
Even so, why would you want to challenge low-levels? If you don't want to make a room in a lobby, just wait for someone to challenge you. Other people just go into the "fight me" emote and wait to get challenged or challenge equal or higher level people.
There's a super soul that doubles your XP gain and another that triples it at the cost of the zeni you earn.
Also, if you have TP medals to spend, you can buy your way to level 99... or at least to level 95 or 96 and you can use a shenron wish to bridge the gap.

"too long" compared to what? I put more hours in Everquest 2 (on the PS2) than XV2 back in the early 00s and I never reached max level for one character. I have 8 level 99 characters in this game. I'm struggling to think of an RPG or MMORPG where this "issue" isn't an equivalent or greater time sink.
As I said, the XP needed to level up after hitting 80 is ridiculous. I unequip the 40 ton weights soul after reaching that point, because it doesn't make any noticeable impact on my progression. It just becomes more efficient to wish for levels.
But gaining the ability to wish for 3 levels at a time instead of 1 means you have to complete all of Guru's House missions a second time before he'll upgrade the balls. And you must do this on every single new character...
As for buying TP metals, yes I am aware of that. But the price escalates dramatically over time. It starts out with 20 TP metals per level, while the highest level EQ's only give you about 16 to 18 TP medals per run (16 for Goku, 18 for Broly). Then the price increases to 40, 60 and finally 80 TP medals just to buy a single level up.
Because it's a fighting game, and fighting games quickly grow boring as hell playing against the CPU.
Get a lag switcher or cheater? Then make note not to accept challenges from them again... not really that difficult.
I do pve to showcase my cac designs and to help other players. I do pvp for some of the same reasons + dealing with actual people offers a dynamic that quests and offline can't.
Nobody is forcing you to play online if you don't want to however
The anti-cheat thing which everybody keeps asking questions about how to bypass kicks all the cheaters out of online, or at least forces them to play with fellow cheaters. If you aren't using mods or cheats, you've got nothing to worry about from them.
Are you trolling or something, right now?
Of course when we say it's dead, we don't mean it is completely and utterly deserted!
But the online community barely has any presence at all. I should know, because I've played the game for hours in the morning, as well as in the evening, on almost every day of the week.
I've had several people tell me I'm just not playing at the right time, or the right day. But I've tested their claims for months on end. I can definitively say that anybody who claims this game is still alive on PC are filthy liars, and you should ignore any claims to the contrary.
