That said, I think too many people are sleeping on God Punisher. It's essentially a more precise and useful version of powerful energy blast volley or whatever you call it.
It doesn't do a lot of damage, your correct. But I think they intended for this move to be used with strategy in mind, as it's one of the few Ultimates that can be used effectively as a punishing tool if someone is constantly getting up in your business and not letting you fight back.
You can also tap the the button to fire the two launch projectiles instead of just letting it play out, but I'm not entirely sure if letting the ult go out all the way ensures more damage for you or not. I'd have to test that.
It can also be used fairly cheap too from my experience, all you really need to do is have 400 KI, use the Y+B kick back combo; and then pop the ultimate and it'll always connect.(unless your playing online, in which that case; you'll need to stamina break somebody before you try this.)
To me, god punisher sits fine. It's not a top tier damage move, but quite frankly the same thing can be said for a ton of the ultimates in the game that are slept on.... Super Spirit Bomb/Super Galick Gun anybody?
Sweet. Never noticed that, always thought it was a final blue orb.
It does do slightly more damage, but it's not a lot, so using the fast version still has its benefits.
