Cannot extend boat rides

When I try to build swan boats or bumper boats I can't extend the docks to add more boats. I've seen the answers people have gotten here before, but they are all just "drag the arrows". I can't drag them? Do I click and hold, click one at the time, hold a button down at the same time; how is it supposed to work? Any videos just shows the person simply dragging the docks out without any further commentary.

Maybe also note, you have to drag backwards. You place the exit to the lake first and then drag back to define where boats return to the station.
And, yes, it is just click and drag ...

Rides like that you can only extend in one direction. If you pull it the wrong way it won't work. The game doesn't adequately explain that

I was just about to post the same issue, so frustrating!! I spend an hour trying to figure this out. The arrows show up but they don't seem to have any purpose, I cant figure out how to use them, when I try to click and drag on them nothing happens, even if I try to extend one direction I cant seem to get more than one dock and the build tool does not show up to build on it. The exit and enterence show up and I can only get one dock and one boat. I think its a bug??

There is no build tool for this ride. After placing, you simply move the cursor over the arrow at the end of the dock, click and hold the left mouse button, and while continuing to hold the left mouse button, move the cursor away from the dock to extend the length of the station.
