Free entry still counts as "selling a ticket", that objective is basically have X people walk through your entrance booth.
I was certainly at loss because my idea wasn't coming to fruition.
So, I watched some people do playthroughs on youtube and many of them were able to achieve the 1 Coin victory by focusing on theming and getting many flat rides down. But I said, nay nay, there's got to be a way to achieve a 2 Coin victory.
So in my latest attempt I built a jr Coaster, Wild Mouse and a Log Flume at cardinal points of the island. Most of the flat rides were then added to fill-in the quadrants. Which quickly drew in the optional 400 ticket sales within the first year.
I used the Wave Swinger as my main themed item, putting the initial stalls underneath it.
Vandals were aplenty in this scenario, so I had to spend a good amount of time kicking them out.
When I got into year 2, I climbed to 700 in-park guests, and I knew the only way to get me over the needed 800 tickets sold was to build a 3rd roller coaster: hello Steel Coaster (awarded for reaching the 400 goal).
After adding in a few more flat rides, and a second, smaller, vendor area, and a ton of advertising I beat the scenario early, and with guests to spare.
