The thing is that technically you can make a park with free rides and high entrance fees but your income will fluctuate wildly as you have experienced. You will need to have some cash reserve to build things and for maintenance until guests leave and new ones arrive.
I generally prefer to charge medium prices for both - entrance and rides.
Ok, so with this answer i understand that is an oversight from devs.
If the guests stay until they've spent all their money then the option to have a park with free rides and free shop exist but cant work.
I have hope the gest stay a maximum amount of time (4-5-6 month in game time) .

It is certainly possible to make a profitable park that has free rides and shops (but probably a little bit harder).
i have made a senario for myself with just normal settings. I can choose whether I let the guests pay entrance or attraction tickets. at the begining i choose for attraction tickets so i got more money for more rides and scenery. when i got around 800 guest in my park i tryed to only let them pay for entree of the park and food. And it workd for a while. i got about 30.000 dollars when i started i closed the park let them all out. and then i opend it with a entree fee of 80 dollars.
When my park was full again i got about 94.000 dollars. off corse you will lose money in the beginning when you just opend the park in the few months. a few months later people get tired and go home. when this happens, you can keep your money stable for a reasonably long time.
if you find yourself losing money or want more. then you close your park and open it again. and let the dollars flow in.
this was my way of finding out it can work to only charghe entree fee and let people pay for food.
and i find out that a normal entree fee is around 80 dollars. higer and the guest that come cant get in becauce they have to less money.
I am now in a state that I have 1700 people in my park
money stays stable for a while and than i lose money slowly. when it gets to low i quicly close and open the park and let the money role in
about 136.000 dollars :D
tip: if you close the park and want no people left in it. close all your rides.
you will pay less for rides when they are closed
