If I switch BlazBlue to all Japanese voices, which I do every time I play with one of the kids due to swearing, it just doesn't feel the same.
The reason UNIEL doesn't have a dub is because it's a pretty niche game, much like the Arcana Heart series. To get a dub would up the budget needed to bring the game across considerably, which is another reason it doesn't have one. Publishers and localizers do not have endless streams of money, unfortunately.
I understand your point of view, and subtitles going too fast or not being able to watch the picture can indeed be annoying (and force to go a few seconds back), but you can't have a dub for everything sadly. On a related note, I think it's better to have a good sub rather than a cheap dub (which might re-use the sub's translation, but with bad voice actors).
Also, I personally think it's better to have subtitles when people are talking or when there's a lot of noise, this way you actually know what's going on.
If you're talking about the sub or dub not being listed, you're wrong. There's a "language" section on the right of the Steam store page (or on the page on the mobile version of the website) where you can see the supported languages (interface, audio and subtitles).
If you're talking about the popularity of the game though, Steam is usually not your best bet, you should look at the community and popularity the game has on console and more generally over the Internet (or ask on the Steam forums, that works too).
If you're talking about the financial means of the devs/publisher/localization team, you should look for it by yourself to have a rough idea of whether or not they can afford (or have a will for) a dub for a particular game, also according to the game's popularity (and sales).
UNIEL is a niche game, I understood that part correctly at least. But if it sells well, maybe it could have a dub if the localization team feels like making one (and/or if enough players want it).
For example, Taokaka's JP voice in BB is not as good as the ENG one. There are some exceptions, but overall the dub ruins the majority of the cast. Sol's dub in Xrd transformed him from the Terry Bogard with Jotaro's additude to some cheesy prick.
But I think it's supposed to be, Jin even says something about it in one of the bonus endings.

I don't think that these are biased, you really can feel how bad some of these are.
Ragna's voice is ok but his lines are bad, I can't take him seriously.
Jin is ok.
Noel is horrible with both JP and ENG voices.
Rachel's voice is good either way.

ENG Tao > JP Tao
Hakumen's dub voice is ok.
Tager sounds good either way.
Bang's dub is awful. He turns into a comic relief-only character because of it.
Arakune... ehhh.... He's ok I guess?
Litchi is ok.
Nu sounds very boring with dub.
ENG Valk is just bad. Just listen to how he howls and stuff.
ENG Platinum is horrible with both of her Luna\Sena voices.
Makoto is ok.
Hazama is just outright horrible. The dub actor "overreacts" a lot and in general he makes some really weird sounds and the intonation is messed up.
Tsubaki is ok.
Lambda is as bad as Nu.
ENG Relius is good. He has some really sick lines and the intonation is on the point.
ENG Azrael is terrible. D. C. Douglas is a very talented man, but this one just didn't work. His Azrael sounds plain angry and he loses his egoistic, happy tone during the some of the lines.
Kagura is ok.
Bullet is not even close to her JP voice.
Amane dub VA just doesn't really get who he voices lol.
Terumi's dub is the reason why I'm getting cringe attacks all over. The whole character is a homage to Ryuuji Yamazaki, and the dub simply doesn't care, he lost all his charm. And the lines are extremely cheesy, taunts are fine tho.
Kokonoe's dub VA didn't even try to do some acting. She sounds extremely uninspired.
Celica's dub is literally hell. All these lines are horrible and annoying.
So we've got a whoopin' 4 chars that are as good or better than the JP voices, huh?

Yeah but that's just the writing for the character, Ragna is your typical badboy protagonist. He's a foul mouthed, crude, very basic sort of character.
I think Jin is great, I mean he's manic, psychotic, and the english voice actor has perfect inflections for his madness IMO.

But she is a proper lady, who drinks tea, and lives in a castle, and has a butler, and trolls people, I could see her being the Vampire Queen of England.
Poor Carl. I wonder if bad voice acting is one of the reasons I hate him. Then again, I sort of felt bad for him in Continuum Shift when Hazama ripped apart his sister in front of him and threw him into the obelesk, his voice was just so pathetic.
Wait? he's not supposed to be comic relief? I always thought he was sort of a joke character.
I like it, and also don't think howling has much to do with language.
I LOVE Luna's voice, not Sena's though.
No way! Hazama is over the top in a good way IMO, he's brilliant! I absolutely love the character and his over the top voice acting, it goes so well with his style.

Well the english dubbed Terumi is the only Terumi I know and I love him, and I don't find his lines annoying at all, I think they're well suited for an overly aggressive maniacal troll.
I disagree with you man, but I do so as someone who doesn't care anything about how well the dub matches the Japanese voice acting.
