Stuck on tutorial w/ small diesel pump not starting

Its fueled. Its connected. Its in the stream. I am not sure what else to do. Unless it is running and its really that quiet but to me it sounds like it sputters and dies.

This is during the tutorial - still trying to learn.

I recorded a video to hopefully get a better picture of things.

I think they have to be on Flat ground, if they're on an angle they do that.

I tried moving it around to different spots.... still wont start.

Edit:

I switched to electric water pump and put it in the same spot. And its working. So I am not sure....

there is a pull start rope to the left of the off button.

Oh, I didn't see that, was he only trying to turn it on with the off button.

Only the big pumps have an on & off button.
