Report a translation problem
What is your pump connected to and do you know if you're playing with the pressure system on (on easy/normal is off by default and on hard it's on)? Is it a diesel or electric water pump?
Usually when you get the sound you're getting, it's because you've over subscribed the resource, so check if the icon turns red when you turn it on and shows that you're using too much of the resource (in this case I'm guessing water?).

So I can't use any hog with water pump on an early game as long it's winter?

The fat hose is in the water + Water filter and it's plugged into the "IN" slot.
The thin hose is plugged from the small out slot into the hog.
The generator has fuel.
But if I hit the power switch, nothing happens at all.
Yeah, I've been caught by this before as well :)
I haven't played in months, but from what I remember, the water pump had an electric panel the same as the electric one which was just for show, you used the pull cord.
The electric pump came later into the game.
