?? Really? I just checked my Tier 5 setup and it works just fine. My Glacier Creek is direct connected to water tower.
Update: I installed Glacier Creek on River parcel and linked straight from water tower and it worked just fine.

I'm not sure why you're having issue. But wanted to see if you disconnect all hoses and only connect from water tower directly to your Glacier Creek and see if it works.
Tested every single solution to fix that problem with the current live version but it doesn't work.
Tried different pumps to pour water into the tower.
Just connected the wash plant to the water tower without anything else.
Swapped hoses.
If you have discord, maybe you can get developer attention about that and they may have answer to your problem?
Something is bugged because even though there are hoses connected the pressure system still says that you have 0 ft. of hoses connected. I think that's the problem. But even if you disable the pressure system I don't get any water out of the water tower.
Just to correct some comments that had it backwards in here
