Yes and no? Yes in that's how the mechanics work, no in that with the pump action shotguns there are animation states between slide back and forth
with pulling the hammer back, while we SEE an animation to pull it back there is no fine adjustment of it, so it's either "on" or "off" and that is what I think is causing this rather interesting little feature (if I'm explaining it correctly) to fan fire a double action single handedly
