Smoke is used not for 'stealth' so much as breaking line of sight. If you can do that, and reposition out of sight, the sosig cannot follow you to your next firing position as a target. Decoy grenades similarly aren't about stealth, but as another target the Sosig recognizes in its threat calculation.
H3 doesn't have 'Stealth mechanics' in the way that most games that call themselves Stealth games do. Agent perception can be manipulated, but you're not supernaturally silent/stealthy/invisible the way one is in MGS/Splinter Cell/Thief/etc.
Basically, what I mostly mean by 'stealth' is the ability to plan out my next moves for a few moments before going in, without feeling like I'm constantly on the clock and under pressure (which I get enough of during the combat portion). I could just hide behind something and regret my life decisions for a few moments while I reload, but it isn't really smart to charge in with no idea what you're running into.
If nobody else has this problem, I understand. But my point is that it can be frustrating to be spotted and shot in the face within seconds, meanwhile having my own perception dampened by wearing a VR headset that has lenses which feel like looking through actual goggles and speakers which make me feel like I have minor hearing loss.
