I've got a Rift S and play my games exclusively through SteamVR without any issues or workarounds, including this game. What's the exact issue? Must be some issue with your computer.
The good news is that thousands of users like yourself use their oculus headsets to play it here on Steam without any problems.
1) Make sure your PC meets the minimum specs. You can check them on this page: https://store.steampowered.com/app/450540/Hot_Dogs_Horseshoes__Hand_Grenades/
2) Make sure you install SteamVR. The game will not run without it.

I just got a Quest 2 and I hope the controls can be optimised for that because the reloading is very difficult with the rings being on top of the controllers rather than below. Also on the quest the shoulder slots are difficult to use and I haven't tested the backpack but I'll assume it's been rendered useless. Will open separate thread for this.
You need to sort of do an deliberate exaggerated over the shoulder movement to get it to lock so that whole the controllers are outside of the view of the cameras, presumably the accelerometers are still able to roughly figure out movement and location.
