Will this game soon come to the ps4 from headset if so can you give the date it is coming if possible.

It will not ever be coming to that system. The PS4/PS4 Pro isn't fast enough (slow cpu, far too little RAM), and the input system is too limited.

According to Sony you say? So I assume you have a link to their statement? Without that, I'll go by what the actual developers have said, even if that statement is nearly 2 years old. Little has changed since then, especially on the point about the controllers being too limited.

As Sony likely isn't going to be doing a PSVR2 until 2022/2023 at the soonest, ask me again in 2-3 years.

Doesn't look like it. Sony's technical requirements are for using basically the latest version of Unity, which it is not feasible to port H3 up to. Too much about the engine has changed.

Don't have any answer for ya. It's something we're investigating, but the financial feasibility of a port is still unclear.

It does make me curious if H3VR might potentially get ported to a standalone headset if an alternative to the terrible Quest comes out in the near future.

I don't speak for him, but I can't say I've personally seen anything that suggests he's "giving them the bird".
Porting to the Quest\Quest 2 is a huge undertaking; it's an entirely different platform. The system specs are considerably lower than PC. It would need to be a different "branch" of the game, and then you're having to keep two parallel branches updated.
I suspect the port would need to be contracted out. It's just "a whole thing," and difficult to guarantee that it would be worth the investment of time and toil.
Everything I've read suggests it's not that he's turning his nose up at it, but that he's considered what it would take, what it would provide, and it isn't feasible.
