Quinn... bug or hidden mechanic/under-the-hood?

I am really becoming confused by Quinn.

His was the first character tale I completed.
He has reappeared twice now, eye only half open, on my map, and I have completed his story twice more, for a total of 3 completions. Now in my story list, his eye is fully closed, and his story is showing as "Default" instead of "Complete" or the chapter # and name for his character, like my other characters have.

So, is this an ongoing bug, or is this an intended action, that he reappears, and I keep having to complete his story again?

Just looking for a simple "Yes, this is a bug..." or "No, he is meant to reappear..." from the dev. No detailed explanation needed. Just wondering if I am chasing Quinn in circles for no reason, or not.

Ah, okay.

output_log.txt has a single line :

No character Quinn found or index 4 is too high!

...now that I look at it.
That line only appears after opening up the "Progress" section of the gme and clicking on Quinn, resulting in the image above.

Give me a few to wake up, and I'll do another pastebin of the log file for you.

Can you tell me more about where/when Quinn shows up? Is it when you start the game from having quit? Do they show up near Boston?

After a new start, but usually he does not show up until I am with another character, and his story suddenly appears on the list of stories I can tell them. Even though I swapped out his story ages ago. Sorry, I can't recall which character this happened with last, though I want to say either Althea or Dupree? Always one of the female characters. He has shown up both times after his tale was complete, in Ohio, Cincinnati for sure the last time, possibly Cleveland the time bfore that (but I am not 100% sure on that).

I'll run through my unpublished screentshots and see if I thought to capture the map at those times (I may or may not have...).

Yeah, sorry. I did not take a screenshot of the map the second time he appeared. It may have been Cinci then as well.

I can say that even though he is absent, I do still have his bandana, and have had it in inventory since completing his story the first time, it has never disappeared. And it will fast-travel me back to Boston if I use it.

Possibly this may be related, possibly not. I have completed all character stories but one, who I suspect I need to finish (last) to complete the game. I walked/hitchiked back to New England, and once I reached Maine... the game popped up the tutorial mini-window/pop-up for pressing [Q] to hitchhike, and I kept walking. Then the tutorial for how to play the whistiling minigame popped up. Basically, like the game thought I had just started, and had not learned these mechanics yet. I ended at Boston, and exited the game. Quinn remains in the same state on my Progress page, and highlighting his character there or clicking it will produce the "No character Quinn found or index 4 is too high!" line in the output_log.txt again. But he has not reappeared on my map, and his story has not suddenly reappeared in my Active Stories list again.
