steam/steamapps/workshop/content/446800. That's where my workshop stuff goes, not sure if the number is same for you but I think it is steam code for TPF or something =).

next question, where do i need to place the mod to see it in the game, want to test it

If it is downloaded from workshop it is put where it needs to be put. If you want to enable it in game you have an option to do that when you pick a save to load in the main menu or when you create new free game in advanced settings. If you are developing a mod yourself you can put it in "mods" folder of the game folder.

C:\Program Files (x86)\Steam\steamapps\workshop\content\446800
this is a location where mods are hiding :)

To develop my mods I place them in C:\Program Files (x86)\Steam\steamapps\common\Transport Fever\mods.

Once you are ready to publish you can place them in C:\Program Files (x86)\Steam\userdata\<your steamid>\446800\local and you will get a publish button when you start the game.

The name off a mod directory in these 2 places must end in _1 (maybe _2, _3, etc. will work too) or the game will complain.
