446800 is Transport Fever's Steam ID. The number after that (782417728) is the mod's workshop ID.
So, we simply paste the workshop ID number to the end of:

If so, reinstall Steam to C:\SteamLibrary and that's it you won't have file access errors again.
If the workshop ID doesn't exist it probably means the mod was removed from the workshop.
It's very rare for mods to be deleted from the workshop, but a little while ago the author behind the DMA series of mods was accused of stealing material from a Train Simulator addon for one of his mods. When confronted about it, instead of defending himself or simply removing the mod in question, he deleted all of his mods from the workshop. Dozens of popular mods vanished in one go... It's caused havoc for thousands of players...
