Complete uninstall and reinstall should do the same.
Try running Steam in administrator mode. If it is installed in c:\program files it can and will cause problems.
Best to install it somewhere else (C:\SteamLibrary, etc) so you don't have unexplainable permissions problems.
I've tried all you said, I even checked for RAM or HDD problems, nothing..
It's weird, it's only for this game, like not the game even, just the patch, I have this problem.
Built as in which version of the game? I can't see that, unless there's a way to find out outside of the game, as I can't launch the game
Maybe there are better ideas though .

You can check the TransportFever.exe file, it is 46 352 592 bytes for Windows version. And for some reason it has a 02 Jan 2019 file date on my computer. I have no idea why, patch was released on 18 Dec.
Steam went through my workshop and it seemed not all my mods got unsubscribed
So, yeah, I'm stupid :D
