[FIXED] Content File Locked?

Can't install this game as I get content file locked every time. No solution on the internet has worked.

Is this a Steam error you're getting, or where do you see this message?

except game folder from AV. reboot.
reinstall steam manuell

It was a steam error. Turns out it wasn't the games fault, there was an error on my hard drive. Chkdsk fixed it right up.
