In this mission, we must deliver 100 steel raw materials to the bridge construction site.

why cannot we order to deliver another 100 steel raw materials to this bridge construction site to have another bridge beneath the first ?

that can allow to have a complete dobble train line in first and, in second to boost the steel factory

I would hazzard a guess it comes down to how the creator of the mission wrote the mission to work. It is just a case of following the creators instructions. {Go with the Flow}

After you deliver the first 100 steel to build the bridge, Leave the train delivering steel, it will still sell and make you money. With that money you can build your own bridge :)

The whole idea of the mission is to figure out how to get the five trips done in one year. Having two bridges may make it to easy. It makes you use signals to get efficient use of the one bridge so that you can complete that part of the mission.
