I would say to just go into the files and adjust them to your liking. Don't be fooled by the numbers because if it says the capacity is 64, it's really 16. They're in multiples of 4. So to get that wagon of 72 actual people, you need to change the value to 288. Good luck!
I have no problems at all to make good profit of my trains in a few years. It might be your play style prohibiting you from getting a good revenue. Dallas did not have 18 quintillion people in 1995 because today's world population is only 0.0000000074 quintillion. In 1995 Dallas had about 1.04 million people according to U.S. Census Bureau.
But your question was WHY? It is a balance thing (performance, costs, revenues challenges). Sure you can scale up vehicle capacity, but since every citizen's life is simulated, I don't think you can afford the computer power needed to simulate millions of people.
There are many things in the game that aren't realistic, but hey, it's just a game... ;)
Obviously the performance hit wouldn't come from making cars have more seats. It would be from simulating enough people for those increased numbers to make sense.
So it's more like that we have far fewer people than in real life because increasing that number would hurt performance. And *because* we have unrealistic population figures, vehicle capacities need to be balanced with that in mind. With their real capacities, they would be way too good and the game would become too easy.
Increasing the carrying capacity of trains/buses/trams would NOT have ANY affect on performance, that is just a load of bull coming from the devs. It would change game balance some, at least for starting out it a new game it would make things a bit cheaper and easier.
Hell it would mean you wouldn't need as many cars on a train, or as many trains running around, it would, in fact, HELP performance by having less stuff on field. You wouldn't need as long of a train to carry people, meaning you wouldn't need as massive of a train station either (read, shorter platforms).
