The way to do it is to cross with 60 units (not at 60 km/h), get the weight medal, and then stop the train on the bridge. You should do this before 1890 if going for all of the medals anyway. Then, after 1890 you just need to run a locomotive over the test bridge at 60 km/h to get the speed medal.

The 60 units medal you need to get BEFORE testing the bridge.
The 60 km/h you can get AFTER testing the bridge.
So just pull 60 units over the bridge, test it, and go on with the mission. When you have the fast trains, cross it over... done
