More specifically, there is a transportation budget, how much the cargo is willing to pay to transport itself to the destination. Each line has a $/km cost (which you can see in the line details), and it's most directly related to the maximum speed of the vehicle. A slower train will cost less per km than a faster train, for example. So, counterintuitively, if you put an older slower train on your longest-distance route, the cargo may be happy to travel whereas it would refuse to travel with the fastest, most-expensive train.
That should make it start working, only problem is that it will be a lot less profitable if at all.
there is a valid path between the 2 passenger stations in the screen shot though you cant see the whole route. also the station in the north has 2 cities that can supply people to it and the one in the bottom has 4 cities that can supply people to it. these are not my only pax stations just the closest. i should note there is a station between them, it is nashville and you can see its name top center. just not the station
OK the main problem is the station at the bottom has no cities connected to it as you are presumably running buses to the large capacity road station - freight version that is next to the station . Add a passenger stop and route the buses there and this route will probably work .
You should also ensure that the stops in towns connect to all three types of buildings - the one in Warren won't do that if you want to get passengers from every town going to another town to work or shop.
