How to Turn on/off No Cost - Intragame?
I'd like to briefly turn off costs in order to place passenger terminals for intercity carriages in/near the city center at game start but can't figure out a way to do it (otherwise bulldoze costs would be staggering.)

On another note, I'm not sure such placement is a good idea in the first place considering the in-city traffic volume this would create (despite a perhaps sizable reduction in the need for local "buses.") If the better placement is the city's edge does it matter which zone it's next to? Sometimes the Residential is inconveniently located at the back of the city. Thank you.

Before taking such a destructive approach, see if you can encourage development on the other side of the station.
First make any changes to the station you want, to include connecting additional lines and second road connection.
Build a bridge over the tracks. Then put in the road network and some bus lines. Once the AI starts building, it'll keep on with little more effort (adjusting bus lines) on your part.

Save your game, then (from the main menu) load the game but click the "+" to choose which mods to enable and enable the (built-in) No Costs mod. Do whatever upgrades and such you want for free, save your game and reload from the main menu again after turning off the No Costs mod.

Thank you ancient, that's something for me to consider when adding rail after I've got a carriage route up and running (when towns are close to each other.) I like to start slow, stableize "cheap" routes (get some people and cargo moving) then work into rail.
