Because it requires a frequency of 180 seconds and travel time of 360 seconds on the last task. Only the travel time condition is met.
I don't see the 180 second requirement anywhere and I've already GOT the lightning medal. It's the busy pumpers and the one about not having too much money that never triggered.
Basically, do whatever you did in the mission, but get everything done before 1955 and don't go above $75M in the bank.
Regarding why the mission hasn't completed, what does the Houston to New Orleans task say that you need to achieve. I believe Canophone is right in that the frequency needs to be 180 seconds whereas your current average frequency is 252 seconds. Basically add more trains to the line. The Like Lightning Medal only requires the journey time to be less than 5 minutes/300 seconds, and you're at 247 seconds average journey time. With the journey time and frequency you have, I suspect you only have two trains on the line, since the numbers are similar. 4 trains on the line would give you a frequency of around 124 seconds or so.
Interesting note with this mission, depending on the route you take, you can complete the Houston to New Orleans task with 3 100kph M-300's. They accelerate and are fast enough to handle the terrain, and give you a good enough travel time/frequency to meet the mission objectives.
My problem was that the 180 second requirement didn't show anywhere.

In this mission the Harbor has demand for Fuel, and it will accept all the Fuel you can deliver to it. In my last attempt I ramped up the output of the Refinery significantly higher with Trucks than I did hauling by trains. In this case, Frequency of a line had a significant impact on the production and thus demand at the Refinery. Otherwise yes, in Freeplay, if you don't transport the Refined Oil or Fuel onwards to a buyer, it won't produce, and demand for Crude Oil will drop. You generally only get the initial demand for Crude Oil to satisfy the initial demand for the Refinery to fill up it's internal storage.
Passenger travel and growing the towns is not particularly important in this misson, except the final task which is the trip between New Orleans and Houston. That task can be done with a decently straight line between the two cities and 3-4 M-300's. Because the M-300's have a really good Power to Weight Ratio, they can easily handle most hill climbs you throw at them, so it's not that hard to get a more direct route, even if you have to go up and over the mountain to save money.
Cargo is demand driven in this game. Factories will only produce and distribute cargo if there are buyers for that cargo. If there are no buyers, cargo will not show up at one of your stations. A game like Mashinky is supply driven. A factory will produce and dump cargo at one of your stations, even if you never have a train show up to haul it away, or even if that station is not connected up to anywhere else.
I can't finish the last task "Importer". I played it 3x different ways (rails, ships and trucks) and still nothing.I dont know what is wrong :(
