When in the load save menu there is a plus button. Click it and enable the No cost mod. Load the game and you should be good to go.

Those are the easiest, you have to search for and subscribe to those mods first via the workshop either in game or through the game page then they will appear in the advanced option for a custom game. the longer option is to download the Transport Tycoon Config editor and enable debug mode. and use Alt+M to give yourself 500K at a time.

Saying that playing on easy is essentially a money cheat you get money very easily

People have different objectives when playing a game. Some may just want to design and operate a large/beautiful network without being bothered by the money aspect of the game. I see nothing wrong with that.

I think the Pork Barrel option gives the least guilt, as you can also add the payback mod so when you have some cash in the bank you can start placing these which take 500k off the budget. All I need to do now is find the original barrels I placed in the first place - they are tiny!)

i dont see why it matter and alot of games have unlimited money every thing unlocked and its single player so it not hurting any one or any thing

When you enable debugmode in the settings, Alt-M gives you 500.000 . You can repeat this any time you like.
