Have you given it some time to register the change since you created the line?
Are there business buildings in the deliver area?
Can your trucks carry the tools?
Don't see the point in speculations beyond that. Woud really help to see screenshots with line/industry/town windows etc. open.
You have a choice with the T/M, planks and steel, steel and plastic, or all three. When the demand for tools and machins is high, it will pull a lot of the raw materials, so make sure you have you lines in order to meed to required supply. Planks demand can actually be larger than what 2 plank factories can produce if using steel and planks alone, so make sure you plan ahead for the material needs.
Technically you should still be able to produce just Tools from the Tools Factory, but unless you actually supply the materials for Machines, you will be limited to a production of 50 and the factory won't upgrade until you do.
Screenshots always help when trying to determine what could go wrong.
If you have everything setup such that the factory sees demand, you should be getting Tools transported to your infrastructure. If you're not getting Tools delivered to one of your stations, you've probably done something wrong. The only reason you get goods delivered to your infrastructure is if there is a specific buyer that those goods are being delivered to. No goods waiting for pickup, no buyer, and that means the Machine Factory is not seeing any demand.
Without screenshots (when you have a chance to get back to the game), there's little we can say that could explain what the problem is. All we have right now to go on is what you're trying to describe.
Alternatively when you get a chance, you can always upload the save game somewhere, post a link to it, and I'm sure someone would be willing to take a look at it. I can't simply because my gaming computer is inaccessible, and I wouldn't even want to try to run the game on this underpowered 1Ghz laptop...
There might also be a way to disconnect/log out your other computer by accessing your account, but not sure...
Ofc. there is an explanation, it's just hard to find out without advanced desriptions/screenshots. Your inital setup even had a passenger station, so how would we know that you did not do some other "noob-error" as well.
You did not even mention the airport until just now...
If you try to use a modded cargo-airport/plane to deliver the products, there is a well known "bug". Cargo air-transport is not intended in the vanilla game, so it's hard to really call it a "bug", it's mentioned in the workshop for these mods though.
You first need to add planes with the specific cargo setup needed for the lines to get registered/viable. You can use the smallest/cheapest cargo plane available for this, afterwards add other planes (with automatic settings), then you can remove the inital ones when the line is registered...
