1 City has, what the others don't.
What is it? :)
I finnished the mission in 1965 with all medals. Add more planes to your lines and make more direct bus/tram lines to your airports, and make sure the bus/trams can handle the capacity needed, to increase the usage. You should be utilizing all 55 bus stops and 5 airports at your disposal on the last part of the mission. I had Stuttgart at 17% and it didn't even have a direct airline to Hamburg, I took it up to Schwersin(sp?) instead.
Edit: I finally got my 10% in all cities (again). I had to divert traffic from flight to buses between Köln and Stuttgart.
The demand comes more quicker with buses, because with planes, it helps to keep the 15 earlier (slower) planes until this era... because passengers work with a maximum budget. If you always have the latest plane, then you lose more passengers willing to travel between cities by plane. It is doable with only planes for intercity travel, but you have to know the budget constraints (which isn't very well documented, but we have enough evidence of its requirements) to get it to work effectively.
Then I created inter-city bus lines (no one ever actually used them) and the rated suddenly went up with a little delay. Ridiculous...
