Is there a snapping tools in mods so u can snap asset to each other for example fences

Nooope, afraid not. Not even for modding.

I got around it when building my planner mod by creating a zero-cost dummy track type, and attaching small segments of dummy track to the planner assets (10km underground where the game won’t render them). That way I could use the track-snapping effect to appear to snap unrelated assets together.

Someone would need to make a highly specialised mod to do the same for fences though.
