You'd be surprised...
If you can activate them it sounds to me that you must have seen them in the mod menu afterall, or are you using a third party mod manager as suggested earlier?
Maybe one of the first three mods causes a crash when new mods are added, try deactivating those.
Could you check the C:\\Program Files (x86)\Steam\steamapps\workshop\content\446800 directory and check how many folders you have in there? That is how many mods you have downloaded.
I'm thinking a fault in one of the mods prevents the other mods form loading correctly but I have been known to be wrong ;-)
As it is bedtime for me I will check back tomorrow.
