I have had a problem with the mods not downloading first time i tried. I went into Workshop. Deselected the mods and then selected them again for a fresh install. This might help.

Have you added them to the save game via the menu?

OP says they aren't showing up in the mod menu. I think it's a bit more basic than this.

I have managed to download three mods but any after that will not download and when I go to activate them the game just crashes

Subscribe to the mods then restart steam if they're not downloading. Steam will check and download all subscribed mods on startup

You'd be surprised...

Are you using any 3rd party mod managers (like Train Fever had)? Not even just with Transport Fever, but any of your Steam Games.

If you can activate them it sounds to me that you must have seen them in the mod menu afterall, or are you using a third party mod manager as suggested earlier?
Maybe one of the first three mods causes a crash when new mods are added, try deactivating those.

I haven't used any third party mod manager but have deactived the first three mods. I was lucky to get then only get 15 of the mods to show up in the mod menu out of 462 of them. I activated these mods and as soon as transport fever starts loading a new world it crashes and forces it to shut off

Does it run correctly when you don't load any mods?

Could you check the C:\\Program Files (x86)\Steam\steamapps\workshop\content\446800 directory and check how many folders you have in there? That is how many mods you have downloaded.
kylehewett234 Oct 14, 2017 @ 4:50pm
it runs with no mods and in the folder it shows all 462 of them

Then I would try to load mods one by one and when it crashes check the last lines of the C:\\Program Files (x86)\Steam\userdata\123456789\446800\local\crash_dump\stdout.txt file to see if it gives clues as to what goes wrong. Or post them here so others can check them out.

I'm thinking a fault in one of the mods prevents the other mods form loading correctly but I have been known to be wrong ;-)

As it is bedtime for me I will check back tomorrow.
