There's a "magic wand" icon on the left above the selection bar.
You'll want to create a route for your Streetcar/Tram that people will want to use. One way is to try to upgrade and create a route from the area requesting it, to your train station taking passengers to Monroeville.
With that said, there is a bit of an exploit that might not work with the new patch, since the new patch no longer causes cargo and passengers to disappear when a stop or station is upgraded. In the past, if you upgraded a section of road with a Bus Stop, it would delete the passengers waiting at the stop. In this particular mission, it counted some percentage of those passengers that got deleted as having used the Electric Streetcar line, even if you never ran a single Streetcar/tram on the line. Basically, you could complete the objective by upgrading an existing section of road with Electrified Tram line.
If you want, you could probably extend the line not too far away to the likely location where you built your Pittsburgh Central passenger station at beginning of the mission. Not necessary for the objective, but would generate even more passengers for both lines.
