I understand it was because nobody used the heli, but now that it's part of the stronger (use this term loosely) group of towers, doesn't it make sense to nerf it?

Let's compare quad darts to other upgrades that double the popping power of the tower.
Quad darts - 50% of the price
0-1 dart - 85% of the price
1-0 sniper - 86% of the price
Not doing ninja, too complicated with the other upgrades
1-0 super - 100% of the price
1-0 spactory - 92% of the price
0-1 sub - 110% of the price (not certain)
For sub, buff 0-1 and nerf airburst darts (and buff 0-3).
Pierce = how many different bloons a projectile can pop at once.
Damage = how many layers a projectile can pop through. Includes damage to MOABs.
For example, the sniper has high damage, but low pierce. (Several layers, but only one bloon at a time). The Spike-O-Pult for the dart money has high pierce, but low damage. (Pops serveral bloons per shot, but only one layer per shot.)
