I'd suggest to try this out:
Install Windows Updates:
Go to Start - Control Panel - Windows Update
Check for updates
Install all available updates.
After the updates are installed, restart your computer.
After the restart repeat the steps above again until no more updates are available.
Download the Visual C++ Redistributable:
For Windows 64-bit

https://go.microsoft.com/fwlink/?LinkId=746571
Run the vc_redist.x64.exe (64-bit) or vc_redist.x86.exe (32-bit) and select Uninstall
Run the .exe again and select Install.

It still thinks api-ms- ... is missing. Do you know if there is a particular location in which it should be stored?
It may take a while and some may not install so you might need to download an update readiness pack form the microsoft site! Also I don't think all updates are necessary (e.g. I had one for Skype) but I've installed them all anyway.
EDIT: My bloons is working again!!!!! Hi arhodes, I thought I had installed all updates last night but I discovered more by actually clicking "check for updates". After you've done this (it might seem to take forever, I've only just finished) use the links given above and I believe it will work. Good luck.
For everyone else with this issue, please remember to re check for new windows updates every time after installing updates. They can keep on coming for a while before windows is actually up to date.
