Since Sam isn't currently here to address your concerns, I'll say what I can say from experience.
These answers aren't from official moderation, so don't expect 100% authenticy.
Somethings will not put you in the pool, and somethings will put you in the pool.
Will modifying the game give you a VAC ban?
No. You'll be placed in the hacker pool and must appeal.
I modified one of the files in the game which allowed me to change whatever amount I wanted.
Did you do this in public battles? Private battles?
I wanted to see if what I modified worked, of course I wouldn't play this in public battles.
I spent money on a free game, folks. I played against myself using two devices.I ended up getting put in the hacker pool.
What happens when you tried to appeal?
Sam is a great representative & understanding person.

I sent an appeal saying something like this:
I tampered with files, played ONLY private battles, want unban.
Then Sam replied with this:
I'm sorry to hear that. Modding is relatively new to Battles and it's something we've been discussing recently. We actually think it's a fun thing for the community to do, and as long as it's not harmful or negative to the rest of the community or giving you an unfair advantage in a public match (i.e. you're only playing private matches), we're happy for players to do it! Our anti-hacking system may well flag you, but we're looking into ways in which we can prevent this from happening if you're only playing private games against other modded players. In the meantime, you may want to try creating an alternative account to mod with - just to be safe
That quote is an official response.
As long as you're not harming the community or giving an unfair advantage to others, you're fine.
I'll probably be unbanned because I didn't harm or give an unfair advantage to the community.
Should I mod on an alternate account?
Yes. And I advise your friend to do the same.
Will you teach me how to mod?
No.
What can I mod without risk of being put into the Hacker Pool?
Anything that isn't password protected.

Mod on a different account, mod only in private battles, not in public matches.

Forget to mention that if the files are encrypted (with a password), these are the files that you'll get banned with.
Modifying everything that actually isn't tampering with amounts should be fine.
(e.g, "diamond projectiles", "different decals" should be fine.)

Even if you find it, the file is password protected with a difficult password.
