How do I fix Paladins "Cannot find HI-Rez installation" ?
Now before you post reinstall the file, when you're installing it asks you for a place to install it. So I'd like to ask you how to properly fix the error including where to install the Hi-Rez installation, please.

Go to C:\Program Files (x86)\Steam\SteamApps\common\Paladins\Binaries\Redist and run the InstallHirezService.exe
Should fix your problem.

I know but first, wherever I istall the files it gives me an error saying it couldn't install it.
Second, is there a specific place to install it like in the same folder or can I simply install wherever I want?
1. Properly delete existing Hi-rez launcher with stoping of Hi-rez service(google will help).
2. Reboot your PC.
3. Install Hi-rez app&service without changing default installation path.

That should do. Oh, BTW, you got error because you didn't uninstall launcher properly.

Here's the error message. "The following error occurred on the file "C:\Program Files (x86)\Hi-RezStudios\Steafcef.rra".

(The following is translated from my language) The system couldn't locate the specified file (0x2)

Please tell me what to do

It isn't cause we didn't uninstal it correctly, atleast, in my case, it had to do an update, then when it was done I get "Cannot find HI-Rez installation"

Ok I fixed it. I completly deleted Paladins from steam, installed again and before I launched, I installed the Service and update service. Then the error appeared in the installation, so I ignored and launched Paladins and it worked.

Try to uninstall any Paladins Folder you have installed (not through the steam ) Go to the folder where it's installed and delete the folders. That's what I did to solve the problem and it worked. Maybe it was something I also did but that's as far as I can tell you.

Are you sure you did install the game? I mean the quick load for the game to appear in the library.
