his is not a ban.
"Rate limiting" is a mean of protecting websites from having to answer too many unnecessary requests at a time, which are often a result of someone trying to brute-force their way in, or abusing the API in any similar way.
The good news is - this is temporary. Rate limiting bans expire, and their expiration varies from minutes to hours (rarely days too). Trying to do anything while the ban is still there usually just makes it longer, so I recommend just not trying to do anything and waiting at least 24h before any further attempts.
As for why you've got this message in the first place - it can be anything from Hi-Rez misconfiguring things, to you having a virus on your PC - nobody really knows without looking at the logs only Hi-Rez has access to.
