So, the test server has software that is out of sync of your client, likely due to it being used by testers to test a new client.
It hasn't been released to the public (via steam, etc.) as it's not ready for public 'testing'/previewing. They only release the client for PTS on Steam (and elsewhere) when they are ready for testing, which is normally a few weeks before the update is ready to be released (although there are rare instances where it may be available otherwise).
It would have only been a recent issue on the non-PTS server if they had finished the update of the game, but you hadn't had the latest client released and updated on your machine at that point in time.
