No, it's because of the keyboard itself. If it was the movement system in the game it would affect a lot of players except it generally only happens when the match server is having lagg issues which causes the ice skating effect.
You can look the keyboard up, but it's sending more movement information to the game than is needed and causing drift. It's similar to a gamepad that has joystick drift issues which leads me to think they are running the keyboard in analog mode which makes it act like a gamepad and giving them drift issues.
Mouse and Keyboard players rarely experience drift, and I've only had drift issues in two instances, one was a bad server causing the Ice Skating effect and the other was when I had a controller plugged in that was causing the movement to drift because of the joystick. The Ice Skating effect will effect everyone in the match and not just one player, so it can't be that if only the OP was experiencing the issue.
