i pick first talent if i want to heal the whole team. deft hands and aico forces makes her cooldowns go extremely faster, most of the time i've outclassed all healers in my games. i'm level 140 rei player and believe it or not if you abuse aico forces (linking) with macro you will give crazy heals.
Looking on other talents of Rei, this one is most impactful, both offensively and as support tool.
Caute LC is situational as hell, and useless mid-late game, and forces You to use 2 abilities on one enemy at once, bad trade in my opinion... Range LC in theory sounds fine, but its just range, I rather stay close to team, same final result.
Extension (range talent) is supposedly bugged/situational and sometimes results in reduced healing overall. I have found it to be useful when you have a split team on flat maps like shattered desert.
Restraint (Anti-heal) is definitely pretty strong if you don't like the drawbacks of Focus. Catching a tank like fernando/khan when they put up their shield and preventing them from being healed is a huge bonus.
