I had the same problem, but I tried to log in again the next day and it worked. some things that might have fixed it are my internet went out so maybe turn on airplane mode. it took a while to start the next day but I think that was just because TF2 was trying to update

no what i did was go to the site go to my or your accout and verify your email so which should be where when you go to your profile on their site at the left in tiny words it would be there so then verify your email and the next time you try to play it should say accept the EULA and you accept the EULA and then it will let you play

it fixed it's self after i just restarted steam and opened it again.

you just have to reopen the game and the eula wil apear
