Eh. Something went wrong during name creation process. I loaded the game again and EULA showed up finally.

Errr the system "figured it out":) EULA didn't show up at first, but was preventing me from registering the name. Only restart solved the problem. Its a bug worth checking out for new registered people I recommend.

Welp i guess devs don't care about anything other than ripping off Overwatch characters now, so i wouldn't bother. Wonder how it's in top 5 of steam f2p lol. It's an ok game but devs suck, and also queue for "againsto ther players" always throws into a bot game

Maybe you think that the developers don't care about anything, but they care about a lot of things. You can't imagine how many things they've to do right now - it's really huge and as you can see, we've over hundred reported technical issues or bugs related to Paladins.

They're right here and they'll look into it.
