So for example, with most DPS characters, they'll have a +HP card which gives 50 HP per level, for 50, 100, 150, 200, and 250, depending on the points you put in. Higher points equals more power in that particular card, but sucks up more of your total points allowance.
The 'cards' are your loadout, and each loadout must have 15 points spent. No more, no less. How you spend those points, and what 5 cards you bring, is up to you. There are 4 cards for each ability (characters all have 3 abilities), and a generic one that's called weapons/armor, for 16 cards total you can play around with. Jack-of-all-trades, or 'well rounded' loadouts typically aren't a very good idea. It's better to be very good at a couple things with synergy (Tyra running +250 HP, 20% damage resistance when she fires her grenade, 30% cooldown on elimination, and two 1 point fillers, like +2 magazine capacity, and +5 ammo regen on kills), than it is to spread yourself thin and be mediocre at everything, but it varies from character to character, and playstyle to playstyle.
Experiment and test stuff out. The game lets you have 5 loadouts saved, in addition to the garbage default one.
Click on an empty slot to create a new deck;
Click on any out of the 5 empty card holders;
Pick any card;
Read its description;
Click on the + sign below it;
Read the description again;
If you can't see the difference, click on the - sign;
Read again;
Pick the cards that sounds interesting, the more points, more powerfull its effect;
You can give the deck a name and then press the save button.
