Exactly, this is the first recent champ that doesn't feel busted out the gate like yago or octavia. I think once people start learning vatu's kit, he will fit in the middle of the pack for flanks. People keep comparing him to maeve, but honestly he feels more like evie with his triple blink q and then his short dash. Maybe OTP vatu's will be like OTP evie's, very strong. But for most players vatu will feel underpowered or useless. Time will tell.
Koga, Zhin, Vora, Raum, Yagorath, these were champions that, on release, were nothing more than noob-tube champions. I give great credit to Hi-Rez for not making Vatu into another noob-tube; thumbs up to ya's. But the problem isn't that is broken to play as or against, but rather it is just a collage of already existing champions. It has movement patterns and attacks like Mavee, so not really difficult to track and punish; it has a teleport style similar to Talus, so all you need to do is think about who they'll dash off to in order to punish.
It still is a one-trick pony like all flanks are, but the thing that kind of breaks the champion is the ability to lower cooldowns, just by landing hits; every other talent becomes obsolete as soon as you unlock this one.
octavia was a ♥♥♥♥♥♥♥♥♥♥♥ that I have no idea how they thought it would be a good thing, she is weird, she creates a dome, that is basically a smoke grenade (only for enemies) and has a dps that allows her to kill a tank in a few seconds
edit : to clarify, a character SEEMING powerful doesn't inherently mean this is wrong however. Octavia, in concept, is innately OP, but in practice is, in my opinion, fairly balanced. I mean passives to buff entire team, can block sightlines, can hover, can launch herself, can AOE heal AND damage all in one, etc etc etc but it is her inaccuracy which is a key factor in her balance. There are 3 stages in character assessment, reading the tin, taking a bite, and finishing the meal; on the tin Octavia looks OP, taking a bite you realize its hard to get reliable DPS due to her inaccuracy, but once you have finished the meal you know how to balance that inaccuracy for optimal results. The issues arise when you take a bite, and can already shred the enemy with no skill required. This is also only in reference to how powerful a character is on their own, inter-character dynamics, enjoyability to fight AGAINST, etc are all separate questions, although I do think Vatu is good in those areas too.
