While Kogas ult can easily be countered by simply using your movement ability, But because some does not have the right "movement ability" to escape from Koga, they often can't really be helped. But not everyone can counter Kogas ult and leave his ult useless.
Really the thing that makes him "overpowered" is his master of arms talent.
Have that with the cards Wanted, Wind's Embrace, and Raw Talent, and then you'll find a Koga spamming agility running around gunning everyone like a psychopath. Add Life Rip and you're in for extreme trouble.

Ahh nahh not my match, I was vs a Ying and crew, Master of Arms build, went 61-5.
Really tho most Koga players don't even use it they seem to like to play a KogZhin with some sort of Dragon Stance build.
You have a team problem. That's the issue. Not Koga.
If you have a good Evie, Zhin, Fernando or Drogoz on your team, the Koga wouldn't get close.
His shadow step is also easy to counter, after it he has a short "pause" in which he cant do anything (about 0.3s idk never counted it) so that's the best time to shoot him or stun as damba. I used to main Koga but when i realised he's garbage full of bugs i gave up.
