Go to your anti-virus, virus chest and the paladins.exe should be there, click 'restore' and you are done. You should also 'exclude' the folder with paladins.exe from your anti-virus, so you don't have to solve this problem again in the future

if anti-virus can't restore then go to anti-virus settings and exclude the folder in which the app was (whole paladins folder, binaries folder, win64 folder, all should work), then go back to virus chest and click 'copy' the paladins.exe. Anti-virus should now ignore the folder and thus ignore the paladins.exe
Worked for me, hopefully it will work for you as well
Even better to add entire steam folder with all games and downloading folder (temp games files)

Open the steam and right click on the paladins name click in properties>local files>verify files and wait when the load finish click in play and the miss file download again :)

unfortunately my antivirus is malwarebytes and it claimed paladins as ransomware and now i am unsure how to remove it from its quarantine, so i'm pretty much not able to play anymore
