Maybe the mark has to be full, try it in Shooting range.
I don't think such an extraordinary event happens here in Paladins
It does work in shooting range, BUT there is a bug (surprise surprise). Seems like if the character respawns while you're applying marks to a nearby character, then that character won't take the damage when you detonate the mark on the nearby character. Not sure what that means in-game though, since no-one respawns in the arena in-game.
As for holding down both buttons; I think you should hold down RMB, and fire LMB when the star goes white for max damage, or at least max burst. But I'm level 2 moji so I could be wrong :-)
